Martin Jordan works as the Head of Design & User Research at the German government’s Digital Service in Berlin. From there, he develops and drives inclusive user-centred approaches across the German public sector. He leads a team of 50 designers and user researchers at Digital Service, working on justice, tax and parental benefit services. Previously, for over 6 years, he was Head of Service Design in the UK Cabinet Office’s Government Digital Service (GDS) based in London. There, he was responsible for the Service Standard and GOV.UK Service Manual.

Upstream impact: How service designers shape better policies

Public service design has been restrained by what can be transformed. Service designers weren’t allowed to change the ground rules. But by stepping over into policy space, they have new material to design with and can remake the underpinnings of services for vastly improved outcomes.
